iOS 7.0.4 and iOS 6.1.5 Fix FaceTime Calls
Apple has released iOS 7.0.4 to fix an issue that caused FaceTime calls to fail for some users, as well as the usual, unspecified “bug fixes and improvements.” On the security side, Apple also beefed up the enforcement of purchase authorization, since it was possible for a signed-in user to complete a transaction without providing a password when prompted. You can download the 17 MB update in Settings > General > Software Update.
Interestingly, Apple has also updated iOS 6, which you can no longer install (see “Lion and Mountain Lion Still Available, Unlike iOS 6,” 25 October 2013), to iOS 6.1.5 to address FaceTime issues. However, iOS 6.1.5 is specific to the fourth-generation iPod touch — no other iOS 6 devices will be offered the update.

As the article indicates, it's no longer possible to install iOS6. But is it possible to update an existing iOS 6 device to 6.1.5? If so, how? Our iPhone 4 is on version 6.1.3. I am loathe to install iOS 7, based on various reviews citing sluggish performance on the iPhone 4 (due to its slower CPU and limited memory footprint). The Software Update screen is offering to upgrade it to iOS 7.0.4, an offer I am steadfastly ignoring. How does one tell it to get the 6.1.5 update?
Probably the only way to get iOS 6.1.5 is to have a device which can run iOS 6, but can't run iOS 7. I think the iPod Touch 4th Gen and the iPhone 3GS are the only ones which fit this description.
I've updated the article now after some additional research shows that 6.1.5 is only for the fourth-generation iPod touch.
Thanks Adam. I was just about to call my son (who has my old iPhone 3G) to see if it had been offered 6.1.5.
A related question: is there any way to get from 6.1.3 to 6.1.4? Somehow I missed upgrading before 7.0 came out. Apple really makes this difficult.
6.1.4 is only for the iPhone 5, so that probably explains why you're not seeing it.
